Diane Sheesley and Ruth McIntyre help agencies “Stay Within the Lines”

A CAEC Pro presentation on documentation management, how to manage multiple funding requirements, passing audits, and much more.

Diane Sheesley and Ruth McIntyre recently co-presented the CAEC Pro training event “Staying within the Lines While Using Federal Funds” to over 250 participants. The presentation included helpful information on passing audits and Project Management Reviews (PMRs), managing DBE goals, obligation packets and timing requirements, specifications for FHWA funding, and how to manage multiple funding sources. The presentation was so successful that Diane and Ruth were asked to present again to smaller breakout groups.

About the Speakers:

Diane Sheesley, PE

Through her 20 years of experience working on public works projects involving federal funds, Diane has working expertise on federal aid contracting. She serves on the APWA Division 1 Construction Committee, which writes Division 1 General Special Provisions for local agency use on both FHWA and non FHWA-funded projects. She has held management positions at the City of Tacoma, Thurston County, and Mason County, and currently works in the private sector at TranTech Engineering. As such, she has developed federal aid contracts as both a consultant and as a local agency project manager. When she’s not developing contracts and managing projects, Diane enjoys traveling and camping with her children, family pets, and watching the Cougars beat the Huskies.

Ruth McIntyre
Ruth’s experience includes a 24 year-tenure at WSDOT where she held several different roles in the areas of state and federal contract compliance, materials documentation, risk assessment, and document control. As Standards and Procedures Engineer, it was Ruth’s responsibility to ensure local agencies in Washington State developed and administered construction contracts in compliance with state law and federal requirements. As the Washington State Materials Documentation Engineer, Ruth’s responsibilities included assuring compliance to contract administration policies. Ruth is on the APWA Construction Materials Committee, which reviews construction material specifications. Ruth’s hobbies, when she is not at work, include being an avid golfer and enthusiastic eater.
