Dave Belling, PE

Dave Belling’s extensive career in design and construction of highways and highway structures includes expertise in civil/structural design and construction, construction staging, traffic control during construction, constructability review, and materials engineering. Prior to joining TranTech, Dave worked with WSDOT for 30 years and two years with the New Mexico Department of Highways. While with WSDOT he served in a variety of functions including project engineer for highway design and construction projects; district materials engineer providing materials reports for grading, drainage, paving, etc.; and quality control and testing engineer in charge of review and approval of all design plans and specifications and final PS&E. He also wrote specifications for new and special designs.

City of Everett, Broadway Bridge | Everett, WA

Senior Design Engineer Wrote the special provisions and assisted with preparing the estimate and proposal package for removal and replacement of the Broadway Bridge, which takes Broadway Avenue over the BNSF railroad.

Whatcom County, Middle Fork Rehabilitation | Whatcom County, WA

Construction Manager. Provided construction administration services on this bridge rehabilitation project. The original bridge was built in 1915, is 416 feet long and 15.5 feet wide, and was moved to its present location in 1951. The bridge has timber approaches and its main span is composed of two pin-connected link-trusses. The rehabilitation called for the following tasks: load rating of the bridge prior to and after the rehabilitation utilizing the new AASHTO LRFR guidelines, deck and approach replacement, and deck painting.

City of Bellingham, Samish Way Overcrossing | Bellingham, WA

Construction Project Manager. Provided construction management, materials testing, and construction inspection for this federally funded WSDOT bridge project to construct a new five-lane bridge over I-5. Work included construction of the bridge, street reconstruction, traffic signals, street lighting, storm drainage, demolishing the existing two-lane bridge, landscaping, signage, and traffic control. This project received the Project Excellence award in the “Best City Project” Category in 2000.

Construction Project Manager. Provided full-time project administration, construction inspection, and materials testing for construction of this structure and roadway. The project scope included removing an existing wood-pile-supported bridge, a building, portions of two decks, and a 16-inch-diameter water main. Following removal, TranTech constructed a 495-foot-long, pre-stressed concrete girder bridge and provided grading; drainage; surfacing and paving; a water line distribution system; curb, gutter, and sidewalk; illumination; and traffic control.

City of Kent, 196th Street Bridge | Kent, WA

Construction Project Manager. Provided construction management utilizing a full-time, on-site project engineer, a field engineer/inspector, an office engineer, a structural engineer, and a subconsultant for materials testing. The project consisted of a 1,240-foot-long, 69-foot-wide steel plate girder structure that begins in a superfund site, crosses over BNSF and UP railroad tracks and an industrial site, and passes under high-tension transmission lines. Other work included approach slabs, utility relocations, grading, drainage and paving approaches.
